WhatsApp Business API Pricing 2026: What Changed on 1 October (Pakistan, UAE, Saudi)

Since 1 October 2026, WhatsApp support replies and in-window order updates are no longer free. Here are the new rates for Pakistan, the UAE and Saudi Arabia, and how to cut the bill.

· Deixtra

If your WhatsApp Business bill for October looks higher than September's, it isn't a mistake. On 1 October 2026, Meta started charging again for two kinds of messages that had been free: the replies you send inside the 24-hour customer service window, and utility templates such as order updates sent while that window is open. On the same day, Meta raised the utility rate in Pakistan and the marketing rate in the UAE and Saudi Arabia.

We use WhatsApp in almost every system we build, from COD order confirmation for Pakistani Shopify stores to delivery updates for Gulf retailers, so we went through Meta's pricing documentation line by line. This post explains what changed, what each message now costs in Pakistan, the UAE and Saudi Arabia, and what you can do to keep the bill under control. Sources are at the end.

What changed in WhatsApp Business API pricing on 1 October 2026?

From 1 October 2026, Meta charges per message for service messages (free-form replies inside the 24-hour customer service window) and for utility templates sent inside that window. Both had been free. Each business phone number gets 1,000 free service messages a month, which don't roll over. Meta also changed 40 rates on its rate card that day, including higher utility and authentication rates in Pakistan and higher marketing rates in the UAE and Saudi Arabia.

In Meta's own words, it "resumed charging, on a per-message basis, for messages that were previously free."

Marketing templates work the same as before. Messages customers send you are still free.

How does WhatsApp pricing work now?

Meta charges for each message that is delivered, based on two things: the category of the message and the country code of the person receiving it. There are four main categories:

Category

What it's for

When it's charged

Marketing

Offers, new arrivals, abandoned cart reminders, newsletters

Every delivered message

Utility

Order confirmations, shipping and delivery updates, receipts

Every delivered message, inside or outside the 24-hour window, from 1 October 2026

Authentication

One-time passwords and login codes

Every delivered message

Service

Free-form replies to a customer who messaged you in the last 24 hours

After the first 1,000 a month per phone number, from 1 October 2026

Marketing, utility and authentication messages are templates, which Meta has to approve before you use them. Service messages are normal replies, and you can only send them while the customer service window is open. That window opens for 24 hours each time the customer messages you.

Service messages are charged at the same rate as utility messages in each country. Utility and authentication messages get volume discounts at high monthly volumes. Service messages don't.

These are Meta's USD list rates per delivered message from 1 October 2026, as reproduced from Meta's rate card by two pricing guides, with the July 2026 rates for comparison. Meta's own documentation confirms which rates went up but doesn't print the numbers on the page, so check the live rate card before you budget.

The rate depends on where the customer's number is registered, not where your business is. A Lahore store messaging a customer with a UAE number pays the UAE rate.

These are Meta's charges only. If you use a provider such as a WhatsApp Business Solution Provider or a chatbot platform, its own fees come on top, and so does any tax.

Pakistan's utility rate has gone up twice this year. Meta raised it on 1 April 2026 and again on 1 October. For a store that sends an order confirmation and a delivery update on every order, that adds up.

What does this mean for a typical online store?

Take a Pakistani Shopify store with 3,000 orders a month, all messaged on Pakistani numbers. It sends a confirmation template on each order, a dispatch update on each order, replies to about 5,000 customer messages from one business number, and sends one promotional broadcast to 10,000 customers. We've assumed the confirmations and updates are sent outside an open chat window, which is the usual case when the order comes from a website.

Total

$533.00

$623.00

That's about 17 percent more for the same traffic. The marketing line is still the biggest cost by far. The support line is the new one, and it's the one most store owners haven't counted, because replies used to be free.

Put your own numbers in the same table. If customers usually message you first and you send updates in that same chat, the utility line was partly free before and isn't now, so your increase could be larger.

What is still free?

  • Messages customers send to you.

  • The first 1,000 service messages each month, per business phone number. Unused messages don't carry over.

  • Messages inside a free entry point window. When a customer replies to your Click to WhatsApp ad, a window opens for up to 7 days, and marketing, utility, authentication and service messages in it are free.

Eligible government bodies and non-profits keep free service messages beyond the 1,000 until 31 December 2027.

The free entry point window is worth knowing about if you run Meta ads. A conversation that starts from a Click to WhatsApp ad can run for up to a week with no per-message charges, which changes the maths on ad-driven sales.

How can you keep your WhatsApp costs down?

  • Measure first. Pull a month of message counts by category from Meta's pricing analytics or your provider's dashboard before you change anything.

  • Keep utility templates purely transactional. Meta can reclassify a template as marketing if it contains promotional content, and a single "Shop our new sale!" line in an order update is enough to turn a $0.015 message into a $0.0473 one in Pakistan.

  • Answer in fewer, fuller messages. Every reply is now a separate charge once you pass 1,000, so a support agent sending five short messages costs five times what one complete answer does.

  • Use quick replies and a help menu so customers find answers without a back-and-forth.

  • Spread support across numbers only if it makes sense for your business. The 1,000 free service messages are per phone number, but more numbers means more to manage.

  • Send fewer, better-targeted marketing broadcasts. In the three markets above, a marketing message costs between three and five and a half times as much as a utility message.

  • Move low-value notifications to email or SMS where customers don't need them on WhatsApp.

Don't cut the COD confirmation message to save money. In Pakistan, a $0.015 confirmation that stops one refused parcel pays for itself many times over. We covered the cost of refused COD orders in our guide to Shopify payment gateways in Pakistan.

What about AI chatbots on WhatsApp?

If a third-party AI bot replies to customers inside the 24-hour window, those replies are service messages and are charged like any other reply after the first 1,000. Your AI provider's charges are separate.

Meta also has its own Meta Business Agent, which became a separate pricing category on 1 July 2026. It's billed by tokens at a global rate of $2.00 per million tokens, which Meta estimates at roughly 4 to 5 cents per message. Unlike other categories, it's charged even inside a free entry point window. That's three times the Pakistan utility rate, so compare it with running your own bot before you switch it on. Our breakdown of what an AI agent costs has the numbers for that comparison.

How do you check which messages you're paying for?

If you or your developer work with the API directly, Meta's status webhooks include a pricing object with each message. From 12 October 2026, they also carry a subtype field, and "paid_exempt" marks service messages that fell within your free 1,000. Meta's pricing analytics can be filtered by pricing category, so you can count service messages over a full month.

If you use a provider's dashboard, ask them to show charges by category. If they can't, that's a reason to ask questions.

Meta only changes prices on the first day of a quarter, and it gives a month's notice for rate changes. The next possible change is 1 January 2027, so check the pricing page in December.

Frequently asked questions

Are WhatsApp Business API service messages free?

Not any more. From 1 October 2026, service messages are charged at the utility rate after the first 1,000 per business phone number each month.

How much does a WhatsApp message cost in Pakistan?

From 1 October 2026, Meta's list rate is $0.0473 for a marketing message and $0.0150 for a utility, authentication or service message, before any provider fees or tax.

How much does WhatsApp Business API cost in the UAE?

From 1 October 2026, $0.0576 per marketing message and $0.0157 per utility, authentication or service message, according to Meta's rate card as reproduced by pricing guides.

Is the WhatsApp Business app affected?

No. These charges apply to the WhatsApp Business Platform (the API), which is used through providers and integrations. The free WhatsApp Business app on your phone doesn't have per-message charges.

Do the 1,000 free messages cover order updates?

No. The free allowance is for service messages only. Utility templates such as order and delivery updates are charged from the first message.

When will WhatsApp prices change next?

Meta only changes pricing on the first day of a quarter, so the next possible date is 1 January 2027. It gives a month's notice for rate changes.

Why is my order update being charged as marketing?

Meta categorises templates by their content. If an order or delivery template includes promotional wording, it can be classed as marketing. Keep promotions in separate marketing templates.
